No. Washington's concerns are important because he was an authority. But because he specific concerns here are not directly attached to the law (which clearly allows treaties), they are not relevant. The Federalist writings dealt with law, and not only with law but in many cases with our Constitution specifically. They therefore are quite relevant to helping us form our perceptions of the Constitution.
