Perhaps you're correct

I never read it the way you do, that they're a continuation of the prior trend rather than the current trend, but maybe some of the confusion comes from the perception that ascending triangles are more reliably bullish when the larger trend is an uptrend.

Similarly, you might notice that the declining wedge pattern is normally bullish, but in downtrends they are more frequently not reliable patterns.
