Silly. They don't do what they say they are going to do - the operate with no integrity - someone comes along and calls them to account for not keeping their own word and you blame the person holding them to account.

Circular logic.

Would the corollary to that argument be that the UNSC should vote against the US amendment in order to demonstrate that it is still relevant?

Do you not see the flaw in that argument?

Exercising power for the sake of demonstrating that you have power is not rational.
