He's in an inspection box, as you put it, one that couldn't exist without forces building-up threatening him.

There is no evidence that Saddam was becoming more threatening over the last decade, even after the inspectors pulled out last time. You assume the premise that Saddam was on the verge of some terrible act and that contridicts the evidence.

Inspection box would be paid for by many nations. Invasion we pay for 100%. Or at least 95% if the Brits join in. We simply cannot afford it on top of the reckless tax cuts, fallen markets, states going bankrupt and severe shortage of money for key domestic programs, not to mention the other wars out there, like the one against terrorism. Remember that one? Oh yeah, Bush says Saddam is a terrorist. Well that's another big exaggeration. Maybe 12 years ago he was that stupid. I doubt he'l stick his head out of his shell again, especially if he's surrounded by international troops watching his every move.
