The big assumption here is that he has big stockpiles of chemicals and biological agents. These types of weapons did not serve him well in the past and there is no reason to think that he would be placing great reliance on them now. All indications are that he is more interested in improving his radar than growing smallpox.

The most likely reasons that the inspectors are not finding these types of weapons in any quantity is that they are not there, they were abondoned for more sucessfull approaches.
