That's where your reasoning breaks down. You are trying to say that there was a chain of events that led to 9/11. You arbitrarily mark the beginning of that chain as Iraq's invasion of Kuwait. The reality is that that event was but one of the millions of events in the timeline of history and the beginning could be arbitrarily picked anywhere, say for example with the founding of Israel where most Arabs start their false argument.

This is some sort of variation on the Slippery Slope fallacy perhaps mixed with Questionable Cause.

Osama did say he hits us because we have troops in Saudi Arabia and other Arab countries. But saying that's Saddam's fault is a real leap of logic. Osama also has other reasons to hit us, in his twisted mind, such as our support for Israel, our "corrupt" western media, etc. If you read an Osama speech you find out he's got 4-5 big gripes, but mainly he wants to be the bigshot taking on the super power. Hopefully his days are numbered now.
