France and others oppose Bush because from the beginning Bush came off as arrogant, the cowboy bully and snubbed his nose at Kyoto Treaty and other concerns of theirs. Then he told them all he was doing SDI Star Wars no matter who complained and was basically a terrible diplomat as opposed to Clinton whom they all loevd and could work with. This isn't just about Iraq, it's about Bush and his neo-conservatives who acted like they had a mandate to tell the world what to do after they cheated to win the White House in the first place and lost the popular vote.
