Sorry Scott, N. Korea was not ever cooperating with the world at all. In fact, they took the money Clinton offered to dismantle their nuke programs & immediately took their nuke programs underground. N. Korea has been one of the largest suppliers of missles/weapons to rouge states & terrorist organizations for decades, against international opinion & laws, while taking handouts from the US & other civilized nations.

If anything, Bush's "Axis of evil" & "little pigmy" comments only were accurate descriptors of him & how he runs N. Korea. And remember, those comments came shortly after 9/11. The world had changed dramatically. They were meant as a warning to all terrorist/rouge nations & organizations that harbor, support &/or supply terrorists anywhere. N. Korea clearly has been & continues to be a major supplier.

Your hatred for Bush is allowing you to rewrite history so you can justify your own personal bias. That is a genuine shame.
