there are groups that lobby the government for better benefits. those groups are both within (recent immigrants and their pac groups) and without (Mexico's president). you grease the right palms with campaign contributions and voter drives, then anything is possible.

Yiwu, I'm not bashing immigrants. I'm recent immigrant myself. People I mentioned didn't do anything illegal. They just applied for help and were granted it. That was four years ago when government had plenty of money and county bureaucrats were afraid that if they didn't spend the money they would lose their own jobs.

Well I agree with that. It's the system that hosed. Who wouldn't take advantage of easy money?
