I'm going to dredge up some material that might convince you on the meaning of "serious consequences" but it might take some time. Be patient.

Let me help save you time. I believe you straight away that in the sources you would check you would find ample evidence supporting the military interpretation :-)

On the other hand, diplomacy is often a tool for finding common words for diametrically opposed opinions...

Its time to warm up the tanks, and take the vote. Any more delay will make the US look weak and vacillating. Let Tony Blair off the hook, and get on with it. We can sort out out the winners and the losers in a couple of weeks after its over. It doesn't (and shouldn't) look good for Shroeder, Chirac and Putin. In a spot like this, the US can have friends or enemies. Those three have chosen the latter. There will come a time when they need us. What a pleasure it will be to tell them to stuff it.
