I'm working from memory of history here, but I think that by the early 1930's Germany was already the largest 'active' military power on the Continent. France's efforts had gone mostly into the Maginot line, fortifying the common border. German rearmament was rapid with the Nazi's, but they'd already had a nationalist government.
I certainly think you over-estimate the effectiveness of the French forces... they hadn't and didn't prove any match for Germany, in weaponry or quality... and France itself was in substantial disarray after 1929.
