No, the whole purpose of the initial discussions between Fox and Bush was to develop some controlled way for allowing SOME workers into the U.S. Fox (Mexico's president) badly needed some agreement to help in his own political situation, particularly with the problems he was having in the southern parts of the country. Bush gave him nothing and broke off all discussions, mainly, I believe, because he had no idea of how to handle this problem. It's also indicative of a certain, in-your-face attitude towards solving problems that can best be described as pure Texas--a combination of arrogance and narrow focus on only one policy, and no interest whatsoever in considering alternatives.

As President Johnson said when advised he should negotiate a withdrawal from VietNam, "That ain't the way we do it in Texas."
