What usually happens in these situations, is a transfer of populations, so everyone lives in a geographically contiguous nation, under a government of their own "tribe" (tribe being defined by language and/or religion and/or some other defining cultural divider). Quebec would never consent to giving up Montreal, that would be like Ireland without Dublin, or Israel without Jerusalem. So, the English-speaking population would be made unwelcome (in various subtle and maybe not-so-subtle ways), and they would gradually emigrate.
