Lots of that, all over the world, little remnants of Empires Past, each one of them an excuse for war sitting there, waiting for a pretext. The Brits in Gibralter, the Spanish in Ceuta, the French in Guiana, the Russians in East Prussia (Kaliningrad), and so on.

When they are smart, the fading Empires notice that the world has changed, and withdraw gracefully, like the British in Hong Kong. If they aren't smart, there is eventually the CaveMan Method: Force and the Threat of Force.
