I would argue that it fully supports the position that dialogue without anything to back it up is worth the hot air it sails on. I think dialogue backed up by the credible threat that enforcement will occur (enforcement is a word that literally and figuratively includes the word "force") is worthwhile. Dialogue without that is worthless. Saddam understands that pretty well, I'd say.

Hello? JAPAN was in the League of Nations. And was called on its actions.

It's response was to walk out and continue its aggression. Because neither the League nor any of its member states would do anything to stop it.

What good are UN resolutions that are not enforced? Hot air and wishful thinking.
