Apparently Shep Smith (reporter) read it off Reuters Breaking wire service, then got a phone call from someone saying Chirac did not mean it the way it was quoted.

I think Chirac has crossed a number of lines already and has generally been behaving like a damn fool, in prideful pursuit of la gloire. He does not seem to fathom that he is not dealing here with President Clinton, or even with President Bush II, but someone much more like Reagan III.

Clinton would back down from serious confrontations. Bush won't. He considers that while backing up your allies and confronting your non-allies may be costly in the short term, in the long term it is much more profitable than bullying your allies and making concessions to your non-allies.
