How do we put teeth into enforcement when the only teeth that Saddam seems to cooperate with is the overt threat of military force. Even after he helped himself to Kuwait and we built up our troops over there, he refused to leave until we attacked. Should we still be talking about that with him, or was the ouster the right thing to do? And was it only the right thing to do because he crossed a border, as opposed to violating an agreement not to make terrible weapons? Are we to always wait until he attacks before doing anything?

If we are, then disarmament is pointless, and preparing for the next war is the only logical course of action.
