Decisions are made in the real world of unfolding events, under pressure, according to best information, experience, and the most persuasive analyses. Considering the differences between 1803 and 2003, it is difficult to find material to draw firm lessons, and a great degree of speculation is inherent. Pan-Arabism is practically a creation of World War I; weapons of mass destruction, with formidable delivery systems, barely date from the Second World War; the United States has superceded all other powers as the world hegemon in the last 60 or so years; and so on. Those in responsible positions cannot wait to figure it all out..........
