That is why the US wanted full compliance with the '91 resolutions

Iraq has never been given anything but a vague goal with shifting rules such as "no evidence is evidence of wrongdoing" and such nonsense. All the U.N. is asking for is a realistic attempt at disarmament which will end in either a lifting of the sanctions or a war. A realistic amount of time should be involved, not just the endless week by week delays. There was never the possibility of anything but war in the strident statements out of Washington, the goal and test were always already failed, yesterday, or twelve years ago.
