The logic here is obvious. We’re not dealing with people known for their stability or rational decision making.

What is the proof of this statement. North Korea seems to me to be acting very rationally. They have very little to offer in negotiations so they take the 'Axis of Evil' speech and the UN slow descent into madness as an opportunity. Manufacture a crisis just when the West doesn't want a crisis. Make public opinion in the US fear the madman of North Korea with the bad bombs. Presto. Now he has something to negotiate with. Seems pretty clever to me.

I think conventional wisdom on Kim is wrong. He is just playing the only hand he has.
