If you put a text in a ceasefire agreement saying that 'the Defence Secretary of the losing side must hop on one leg holding a stuffed chicken for 33 minutes precisely on the second Thursday each month' and you find out that he hasn't... is war justified?
How about if he only hopped for 32 minutes, on the Wednesday?

You asked a hypothetical question... I gave an answer depending on the hypothetical. If it's relevant to the cause of war, then yes, basically...

You have to remember, in 1938 and 1939 he was claiming that Germany wasn't violating the Treaty of Versailles and wasn't rearming; the Krupp factory was just turning out tractors that happened to look like tanks and irrigation nozzles that just happened to look like artillery pieces. But those didn't constitute violations.
