why then did the CIA encourage them to revolt and promise assistance to them?

This is the second time you've made this allegation and you couldn't back it up last time, and you can't now either. It is one thing to make a mistake, but once it has been pointed out to you and you can't back it up, if you say it again it becomes a lie.

We encouraged them to depose Saddam. There is no evidence to suggest we "promised assistance" in any way, shape or form.

tejek,

re:If our UN mandate did not "permit us to help" the Kurds, why then did the CIA encourage them to revolt and promise assistance to them?

Lead, assist and encourage are quite different promises.

I do believe (in hindsight) we/Bush Sr. underestimated Saddam's hold on power and what would be required to remove him.

When we remove Saddam we will face a problem that Bush Sr.'s fukk up, as you put it, didn't have to face. How do we keep the three parties in Iraq from killing each other after Saddam's regime is gone.

Ted,

If our UN mandate did not "permit us to help" the Kurds, why then did the CIA encourage them to revolt and promise assistance to them?

Hoping they can do it without US help? It wouldn't be the first time. Hungary 1956 could be a good example.
