Then why don't you petition Bush for paying his UN bills, signing the World Court treaty, assigning some troops to UN, and most importantly create a division with the mandate to prevent massacre and genocide. Currently these are not on UN's plate so stop complaining.

PS there needs to be clear definitions for these acts and the organization has to be independent and without veto privileges or it won't fly. I will fully support you in that campaign.
