No one has lied. The USA has admitted to giving Saddam some bugs that could have been used for weapons but that's not the same as giving him a few million tons of biological weapons. Building delivery systems and the storage facilities with oil/money ear marked to feed your people.

This is akin to holding lead smelters responsible for gun crime. No one can be responsible for Saddams usage of those weapons but Saddam himself.

Now if you find some orders from his "boss" in the USA that he should go kill some Kurds - that would be something different.
