A good example how stories get embellished. The version I heard (on NPR) was that she was returned to her point of origin (Kuwait). And I am pretty sure that the immigration official was disciplined - but only because the Canadians took the story to the press.

I don't believe that this was government sanctioned harrassment - just another sad example of a flawed individual (aka a knuckle dragger) with more authority (power) than he can responsibly handle.
