<'Illegal war' could mean soldiers face prosecution. I don't see how this could possibly be done. The soldiers are acting under orders, orders that if they disobey would be classed as treason. This I got from a business manager and fits well in politics as well. "The Six Phases of a Project". 1. Enthusiasm 2. Disillusionment 3. Panic 4. Search for the guilty 5. Punishment of the innocent 6.Praise and honor for the nonparticipants So what stage are we at now, 2&3? Will the soldiers fall under #5? The hawks will no doubt do their best to grab #6.
