<worse for Bush than what I expected out of Turkey> Yes. They are saying "no", in a way that makes cooperation on future projects more difficult. Signalling that this may be the start of a trend. Crossing the line between passively standing aside, and actively obstructing. France doing the same thing. This is not a "disagreement among friends". The French are actively organizing an anti-U.S. coalition, more so than Russia or China are.
