It would certainly stop rational people...
Rational or non-rational. If they're rational they leave you alone. If they're not, they turn into high speed nuclear particles.

Again..."rational consensus" would not be "rational" if it ignored the realities of economic and military weight.
Rational" is in sparse supply on this planet. It was not rational for Japan to attack the US. They couldn't win. As Yamamoto said, all they did was waken a sleeping giant.

And it was highly irrational for
(1) Hitler to attack Poland after France and Britain made a mutual defense pact with it
(2) Hitler to attack Russia at all
(3) Hitler to declare war on the US after Pearl Harbor. His treaty with Japan was a mutual defense treaty and di not require him to.
(4) Stalin to kill his best generals before WW2
(5) Saddam to attack Kuwait
(6) the US to get into Vietnam without clear goals and real means of achieving them
