Minneapolis is inland without the availability of a water way for delivery goods by water transport in the winter. Lake Superior is frozen in the winter. We have a gasoline refinery close to the city that distributes to Minnesota and Wisconsin. I do not know if they distribute to Iowa and North Dakota. When I travel outside the city I have asked why gasoline is a penny or two higher than close to the city and they tell me the cost to transport from the refinery is the reason for the increase in price. I believe the crude oil comes to the refinery via pipeline.

You are correct with your thoughts on environmental regulations as the refinery in Minneapolis regularly has problems with the state regulators.

Yes, I had not thought of this as it relates to our supply of gasoline.
