Yes. The only viable business plan, for semis, is to sit on a pile of cash in case your ability to predict the future is imperfect, and to never borrow money. Semis that borrow money for their capex, will go bankrupt, at some point. Well, maybe they can get taxpayers to bail them out, which is slightly less stupid than bailing out airlines.

That figure probably includes a bunch of leases and non-systems capex, I would guess, that they can't get out of. At least thats what everyone else is reporting.
