So are you saying that outspending your competition at the bottom of the cycle is a strategy they won't (or shouldn't) play anymore?

But that's exactly what these countries are doing. TSM, CHRT, etc. are backed by the government. It was Japan in the 80's, Korea in the 70's, then Taiwan and now China.

It sure does seem to mirror the steel industry in this aspect. These countries rather have the US$ cash flow and jobs than not be in the business at all.
