Secondly, all the French wanted was the following in place of the killing, a scale of killing that could rival the killing that Saddam himself has put upon people.

* Permanent weapons inspectors
* Permanent UN peacekeepers
* Permanent no-fly zone to encompass all of Iraq

Iraq didn't produce anything while the last weapons inspectors were in his country. What makes you think he'd produce something with an even stronger force of inspectors within the country with even more intrusive powers, reinforced by a UN peacekeeping military force?

Moreover, whether we agree with him or not (I do not), he believed he had practical reasons for his military campaign against both Iran and Kuwait. When the issue of the use of chemical and biological agents becamse a worldwide concern, he didn't use those agents against the US in the Gulf War.

Thus, given the history and given the ability for an effective containment policy, there is absolutely no need for this war, a war that will be waged upon a population of 23 million of which 42 percent are children under the age of 15.
