No. The veto only applies to the action of the Security Council. I'm not entirely sure, but I don't think the General Assembly can override a Security Council decision. What I think could happen, however, is that the General Assembly could order a peacekeeping interventionary force as a buffer between the US-Brit forces and Saddam's force.

Overall, I'm not certain. In this thread's header, in the Background Section, there is a link to the UN organization. Perhaps your answer can more reliably be found there.
