It does seem peculiar to me that France did dictate a set of negotiation terms which excluded the use of force by any coalition under any and all circumstances, while at the same time tacitly approved Iraq's making a mockery of international law by effectively setting in place a negotiation process that shielded Iraq from any serious (i.e. use of force) rebuke, while Iraq thumbed its nose at U.S. while continuing willynilly in their ongoing buildup of chemical, biological and nuclear weapons.
