It does seem peculiar to me that France did dictate a set of negotiation terms which excluded the use of force by any coalition under any and all circumstances

I found the French position to be downright bizarre. To say that under no circumstances would they authorize force??? That was tantamount to saying, "Saddam, if it is up to us, you can just keep doing what you've been doing".

Because the position made no sense from a diplomatic standpoint, you can only assume there was an ulterior motive (i.e., one intended to have some consequence, not for Iraq, but for the UNSC).
