Bush did say he intended to force a second vote...but backed off when the French did the pre-veto. It made no sense to force the vote at that point and force those who would support us to incur the damage that may have followed...

It was a wise course.

THE MOST SIGNIFICANT THING President Bush said during his press conference--just about the only significant thing he said--is that regardless of the whip count, he will put a second resolution up for a vote in the U.N. Security Council.
