I don't think it is a question of capability, Bush obviously has the capability to explain / sell his point of view. It is more a question of willingness to put effort into explaining, schmoozing - and consequently witholding his attention from other areas. On the other side, the receiving side, it is question of willingness to listen.

As far as not pursuing further pre-emptive actions, hopefully there will not be the need, which can happen in 2 ways - our adversaries will stop threatening us our our allies (directly or through proxies), or another way, if they do, all Bush may need to do is speak softly...


He is not capable because it can't be reasonably explained. When he tries, he is quickly embarassed and debunked. The second part, well, you have not been paying attention. He has ceded control of american foreign policy to special interests of a certain persuasion. Let's not forget that this is a man that two short years ago could not spell "foreign policy".
