YES, under funding should require raising taxes in the fair proportionate way that was used in the "taxation 101" scenario. I agree 100%...

BUT...first we need to trim all of the pork barrel fat and fire the ones that cannot live and work by those budget rules. Then we need to work with pure logic and no lobbyists. Then if a tax increase is required one should be made in direct proportion across the board. Then as soon as we reach a point where the books are out of the red then a tax cut should be made in perfect proportion to the amount of tax paid.
