US is refusing to give the Turks the codes they need

would make sense. they dont allow US troops in. They dont allow re-fuelling for aircraft. They only say "u can fly in our skies". That buys nothing - its like 'sue me for flying over your skies' (and how high is the limit? - fly at 30K feet good enough?)
