The discovery of the chemical plant south of Baghdad is plain evidence that the inspections were not working and had no real chance of working.

Even assuming that this plant was not used for weapons (doubtful - why the camoflage?), it is evidence that inspections were not working because the inspectors new nothing about it. It should have been high on the list of places to inspect.

The inspectors were finding it little by little Yes, which as I have pointed out, could have gone on for decades. In the meantime, how much was produced in the plant south of Baghdad?
