The current division of Europe is arbitrary. The conservatives might lose in Spain at the next election, one country less for "New Europe". The conservatives might win in Germany which would lead to a switch from "Old" to "New" Europe. The diversity of opinions might be deplorable from a military point of view (e.g. for those wishing a united front against Saddam) but there's nothing which can be done about it. It's impossible to force 25 different nations, languages, histories, cultures into a homogeneous block. But would the USA really want a US of Europe? I doubt it.
