I seriously doubt the Russians would be drawn into this, they have no compelling reasons. The Arabs are not a real military force anyway and besides I truely believe the governments in the region want Saddam deposed/killed.

I believe there are building political pressures as time goes on, I would agree we need to finish this as quickly as possible.

Raising the issue of Russia arming Saddam while we were working within the UN framework would be useful in keeping them quite during the rebuilding phase in Iraq. Both France and Russia will do whatever they can to influence the rebuilding phase - watch for more French proposals to take over efforts post Saddam.

The question is do we want to engage France and or Russia during the rebuilding phase, neither has been very useful to this point - what would make us think they will be helpful later. I think we and our Allies can handle it without them.

Why now? To discredit Moscows objections to the war.
