So looting the Kuwaiti treasury of its' gold and looting the museums of its' art is OK...

Win the war? Does Kuwait even have a military (outside of the US military)? There was no question that he woiuld win a war.

I believe that Saddam has to be smarter than to think that he could roll in there and get away with it.


So, once again:

Re "looting" - No it is not "OK", but very usual in wartime.

Re "Does Kuwait have a military outside the US?" - Not really. Hence the reason why Saddam tested the waters for US reaction. US Ambassador said "We are neutral, it's between you two". Saddam believed her and thought he could pull it off.

Re "Saddam should be smarter" - ... than to believe the official representative of the US on official stand of the US on the issue? Perhaps. Maybe he didn't realize that an representative of the US government can lie that blatantly. He probably knows better now.
