Les, this is exactly what was in Soviet Army during WWII. There were special people from NKVD in each battalion who would shoot people refusing to obey orders to attack, not to speak of traitors. This was in addition to "zampolits" who were part of the Communist party structure.

BTW, have you by any chance come by information of Saddam dispensing arms to citizens and/or members of his ruling party? I saw people mentioning that over 1 million Kalashnikov were distributed.
