9/11 did not change the rules
9/11 was simply a wake up call- which we chose to use as an excuse to change the rules. Fear can do crazy things to people- and we have certainly, as a country, responded idiotically to 9/11- by allowing our government to attack our liberties, and by allowing our government to attack another country against international law (in the perception of almost all countries save our few coat tail allies). We will, imo, be very sorry we have changed the rules with this "preemption" nonsense. Just wait until other countries start wanting to "preempt" each other. Your "preemptive neutralization" will go down in history as a huge step backwards for humanity.

We aren't the only country that would like to neutralize imagined threats. I am sure some countries would love to neutralize us. Now, of course, they have the right to do that- if they have the might, and the "imagination"- using your logic, of course.
