That is very plausible. Which supports what various people have been saying here, that the US misled Iraq re its intentions in case of a conflict between Iraq & Kuwait, and thereby tricked Saddam into invading Kuwait.

The blame rests on Bush senior, who was never an intellectual titan when it came to an interest in foreign affairs.

Unlike you, I don't believe it was a mistake. It was a deliberate move.
