Wrong. The Al-Samouds were discovered by the inspectors....not declared. Under normal payload....one missile fired at Kuewait fell into the sea 170 KM from launch.....almost double the allowable range....

Missiles are delivery systems for WMD and also banned under several UNSCRs......
