Why is President Bush ignoring the Constitution?
Why did Jefferson? Why did FDR? Why did Truman? Why did JFK? Why did LBJ? Why did Nixon? Why did Ford? Why did Carter? Why did Reagan? Why did Clinton?

ALL OF THEM conducted military operations without a declaration of war. And many of the Presidents between Jefferson and FDR.

When you have an answer, come back.

I know, Rock. Bush's one duty as President is to uphold the Constitution of the United States. HE has not done that. Here's what my Congressman, Peter DeFazio wrote March 20, 2003, the day after Bush started his illegal, immoral, unnecessary war:

Our nation has embarked on the first preventative war in our history. Congress had a solemn duty under Article I, Section 8 of the Constitution, to debate and vote on a declaration of war—Congress failed. Our soldiers now engaged in combat are fulfilling their duty. We should now work, hope and pray for a quick end to the hostilities, minimal casualties and the prompt and safe return of our young men and women in uniform.”
