I believe FDR knew the attack on Pearl Harbor was coming and allowed it to happen, so as to rally the nation behind the WW2 effort. But, at least back then they were still following the Constitution and issuing a formal declaration of war from Congress. What President Bush is doing right now is exactly the reason that the framers of the Consitution wanted the power to declare war to rest with Congress instead of the President. Bush is acting like a dictator, bringing the nation to war without a consensus to do so and without a formal Congressional declaration of war and without UN approval. I sure hope it goes well, or Bush is going to be in deep dodo.
