To "claim" inspections "would be" ineffective as a basis for jumping in ensuring the "one world voice" is now opposed to the US rather than opposed to saddam will be the greatest tactical error in history. 3 friggin' months is all it would have taken and the "one world voice" would also have been enough to prevent even signs saying "please Saddam use chem warfare on Israel" from being made much less publicized.
